Energy certificates for property in Mallorca and rest of Spain mandatory starting 01.07.2013. As of 01.07.2013, all property owners are required to obtain an energy certificate on their asset prior to sale (or long term rental).
A notary will not perform any property transactions without this document which will form part of the “Escritura Publica”. Only Mallorca is also required to have this information, along with up-to-date registry and tax documents prior to marketing. How much these documents will cost seems to vary, depending on Location, Type and m2 of the Mallorca property for sale with figures ranging from approximately 400€ up to 1500€. The certificates are valid for 10 years. How these measures will be implemented is not known, considering the number of properties for sale. The reports will cover areas such as boilers, glass thickness, roof insulation etc. It will also carry recommendations on how to improve efficiency. El “certificado de eficiencia energética” as it is known is Spanish, will not apply to new build properties as they have energy certificates since 2008. WHAT IS AN EPC?
The EPC or Energy Performance Certificate known in Spain as Certificado de Eficiencia Energética or CEE is an initiative being used to establish the energy efficiency of properties, in an effort to reduce carbon emissions. This has come from the Kyoto Agreement, an international treaty, in which countries attempt to reduce their carbon footprint. When taking the test for which you need to contact a certified assessor or a licensed architect your property will be scored by given a grade, the best is ‘A’ down to ‘G’. ‘A’ is extremely efficient and ‘G’ is quite inefficient. If you do make changes to your property once a certificate is obtained you will need to have the grade reassessed to gain a better score.
WHEN WAS IT INTRODUCED?
The EPC has been required by law in Mallorca, Spain since the 1st June 2013 and so you will have to make sure that you are in accordance with the law from that date.

WHAT ARE THE COSTS INVOLVED?
Acquiring an EPC from the Spanish government should cost from approximately 200€ plus IVA, however if you do not comply with the new regulations the government can fine you heavily and it will end up costing you a lot more than you initially thought.
